Heat a small nonstick pan over medium-high then add in the heavy cream. Spoon in the chili crisp then crack in the eggs. Close a lid over the pan and allow the eggs to fry until over easy, about 4 minutes. Remove the lid and season eggs with salt & pepper. Garnish with fresh scallions. Enjoy!
