Pour the sugar and salt over the cucumber slices and toss to evenly coat. Set aside. Heat 1 tbsp sesame oil in a large pan over medium-high. Add in the garlic chives to sauté for about 5 minutes, until softened. Remove from heat and set aside. Bring a large pot of salted water to boil over medium-high heat. Set up a large bowl of ice water. Add the soba noodles into the boiling water, and cook for 4-5 minutes. Immediately drain the noodles and place them in the ice water bath. Remove the soba from the ice bath and place into 2 serving bowls. Pour the sautéed garlic chives evenly on the 2 servings of noodles and gently mix. To each bowl, add in 1 tbsp each Chinese vinegar and 1/2 tbsp each of sesame oil. Top the noodles with some pickled cucumbers and the tomatoes. Enjoy!
